Terminology trap. The flavor labels are unit ranks, while the descriptions are player-facing difficulty descriptions. “Fighter” does not mean the preprocessor symbol is anything other than EASY.

Why the description says “20 scenarios”

The source tree contains 27 scenario configuration files, but a complete playthrough contains exactly 20 tactical scenarios:

01, 02, 03, one 04 route, 05, 06, 08, 09, 10, 12, 13, 14, 15, all four 17 quests, 19, 20, 22 = 20 battles

The six non-tactical positions—07, 11, 16, 18, 21, and 23—are cutscenes, hub visits, or the epilogue. Alternate routes and quest files explain why the implementation-file count is 27.

Campaign-local art-license note

ART_LICENSE.txt is intentionally narrow. It attributes images/units/jevyan/jevyan.png and jevyan-cloaked.png to sleepwalker under GPL v2.0 or later, and the other animation frames in that directory to dalas under GPL v2.0 or later. It is not a complete license manifest for the whole campaign.
